Nova's Turning Guardians of The Galaxy Into Marvel's New Avengers

In the latest issue of Marvel's Guardians of the Galaxy, Nova is determined to turn the team into the galactic version of the Avengers. No longer outlaws, the Guardians are determined to guard the galaxy on a whole new level, though Nova wants to make it clear that they aren't soldiers or space cops. Instead, they've become actual superheroes.
After defeating the Gods of Olympus in an epic battle, the Guardians have accepted the offer of Super-Skrull and the Galactic Council to become its sanctioned heroes, seeing as how the galactic economy is in shambles after the end of the Kree/Skull war. Unable to pay for a new Nova Corps, Richard Ryder's Nova Prime is now leading the Guardians of the Galaxy with an expanded roster, officially responding to threats across the stars (complete with matching uniforms). Interfacing with the Galactic Council, the Guardians even split into teams to address multiple threats at once.
However, when Super-Skrull attempts to give the team orders in Guardians of the Galaxy #13 from writer Al Ewing with art by Juan Frigeri, Nova is quick to correct him. While they're going to respond to any and all threats as they come, the Galactic Council is not going to be in charge. Likewise, Nova is determined to turn his new team into superheroes, rather than being a simple replacement for the Nova Corps as space cops. In Richard's mind, the Guardians of the Galaxy will be operating exactly as the Avengers of Earth do.
In this way, Super-Skrull won't actually be serving as the team's commander, and will instead be helping to monitor new and incoming threats from the Council's command center. This includes the new Progenitor incursion on the Kree/Skrull Throneworld in this new issue, seeing Emperor Hulking and Wiccan in need of the Guardians' aid. However, the threat absolutely becomes much bigger than they anticipated, as the Progenitors were revealed to have been guided by none other than Doctor Doom, who's potentially looking to go to war against both the Kree and the Skrull by the issue's end.
As it stands, it looks as though Nova's wishes are being honored by the Galactic Council, and the Guardians of the Galaxy are being allowed to operate independently as superheroes without any kind of government oversight, just like Earth's Mightiest Heroes. However, it will be interesting to see if this understanding and agreement will ever become strained. The Galactic Council could one day feel as though they want more control over their newly sanctioned protectors, and a rift could certainly occur as soon as a scenario comes along where they have differing perspectives. Regardless, here's hoping that the new Age of Space will continue to see the Guardians of the Galaxy operating as official superheroes for a long time, just like the Avengers in future issues from Marvel Comics.
